Expectations of recruiters' response to resumes

Any person looking for a job would want a recruiter to send a response to a submitted resume. In the USA, do we have cultural expectations for recruiters to offer responses to individuals who have submitted resumes in search for jobs?

It is generally considered good etiquette for recruiters to respond to all applicants, even if it is simply to let them know that they were not selected for the position. This allows applicants to know where they stand and not feel as if their time was wasted.
